pixiv's free anime character creator, exporting VRM. The published guidelines allow commercial use of exported models, including in games, but the base meshes and preset items stay pixiv's copyright under licence. This is not CC0, and pixiv says so.

What you own and what you license. Textures and hair meshes you make from scratch are yours. Model meshes, clothing meshes and preset items remain pixiv's, licensed for "as wide a range of purposes as possible"
Commercial use in games is stated outright, as long as the item has no special clause in its licence. Some bundled items and sample models do carry special terms; check an item's licence before shipping it
You may not build a character creator with it. An application that generates or outputs models from VRoid-made meshes and textures needs a separate licence from pixiv, which pixiv may refuse. Personal-use tools are exempt
Credit: none required by pixiv. The VRoid Studio Terms of Use (Articles 11 to 13 on pixiv's policies page) license Provided Content for any purpose and any use, with no credit condition. An individual item with its own displayed licence can still differ, as can VRoid Hub models
VRoid Hub models are a separate question: each carries its uploader's own conditions, and pixiv's terms tell you to ask the creator how to credit them in a game
