Envato's free sound effects library. The Mixkit Sound Effects Free License names video games among permitted uses, needs no attribution, and needs no signup. A broad filler rather than a game-focused library: for footsteps or impacts first, look at Kenney or Sonniss.

Use in a game is explicit. The licence lists "Video games" and permits distributing and performing the sounds "in video games"
You may not redistribute the sounds by themselves: not "on its own, as stock, in a tool or template, or with source files". Shipping them inside your game is fine; shipping them in an asset pack or a template for other developers is not
You may not register them with a rights management service such as YouTube Content ID. See the Content ID note in the audio README
User Terms (read 2026-09-23): you must be 18 or over to use Mixkit; no scripts or bots to mass-download or scrape the library; no making items available "on a stock or inventory basis"; and copies may be sold only after "applying human skill and effort, and incorporating other elements", which a game does. They say nothing about games either way
Envato Acceptable Use Policy (read 2026-09-24), which the User Terms bind: no use of assets "to train, develop, or enhance artificial intelligence models"; no content that promotes "the supply of weapons or gambling" (a real-money gambling game is the case to check); and assets that "depict or reference sensitive topics" may be used only for "an educational, informational, journalistic, or advocacy purpose". Envato also reserves action against anything that "looks or feels like" a listed breach. None of it mentions games; the Fair Use Policy adds only a ban on bulk or automated downloading. Mixkit's own sound categories include "Warfare"; the policy does not say whether a war game is a sensitive-topic use, so that call is Envato's
Each Mixkit item type has its own licence. The Stock Music and Stock Video licences differ from this one, and Stock Video also has a Restricted licence. Check which one you are reading
