The binding text is section 5 of the Terms of Service, not the summary page. It grants "an irrevocable, worldwide, perpetual ... non-exclusive and royalty-free right to download, use, copy, modify or adapt the Content for commercial or non-commercial purposes". Games are not named, and nothing in the prohibited uses touches them
Standalone, defined: unchanged, filtered, recoloured, resized or cropped content is standalone; content combined with other media "so long as the combined effect is to make a 'new' creative work" is not. A game is the second case; a sound pack is the first
Older uploads are CC0. Anything with a "Published date" before 9 January 2019 is under CC0, not the Content License
Prohibited uses beyond standalone: commercial use of trademarks, logos or brands in relation to goods and services; illegal, offensive or political contexts; misleading use; use in a trademark

Content ID: some Pixabay music is fingerprinted. Pixabay's own guide (read 2026-09-23 in a browser; the site blocks scripts) says "many music composers, including those that share their work on Pixabay, have their content digitally fingerprinted via Content ID". Contributors can flag those tracks, and the flag shows on search results and the track page, but "not all contributors may flag their tracks", so verify in YouTube Studio. A claimed video can run ads you cannot monetise until cleared with the Pixabay License Certificate from whoever downloaded the track. For a game, that means your players' videos: pick unflagged tracks and check them before you ship
