Use in a game: the licence does not say "games", but it is a general grant ("free to use", "You can modify") and lists "On your website, blog or app" as a use case. None of its prohibitions covers shipping a clip inside software
What you may not do: sell unaltered copies, redistribute clips "on other stock photo or wallpaper platforms", show identifiable people "in a bad light", imply that people or brands in a clip endorse your product, or use a clip as part of a trademark
The licence covers the footage, not what is in it. Recognisable people, logos and buildings can carry their own rights, and the licence says nothing about model or property releases
Contributors upload the clips; Pexels hosts them. For anything prominent (a face on your title screen), check who shot it
The Terms of Service ban bulk or systematic copying and scraping, including for machine learning. Download clip by clip, or use the official API
