Pixabay's free stock video, under the same Pixabay Content License as its images and audio (see pixabay-audio). Free, no credit, modification allowed; the one rule that matters for a game is the ban on standalone redistribution.

Use in a game: the licence does not mention games. The binding text (section 5 of the Terms of Service) is a general grant: "an irrevocable, worldwide, perpetual ... royalty-free right to download, use, copy, modify or adapt the Content for commercial or non-commercial purposes". None of the prohibited uses covers shipping a clip inside a game
Standalone ban, defined: a clip used as-is, or only filtered, recoloured, resized or cropped, is standalone and may not be sold or distributed; combined with other media so that "the combined effect is to make a 'new' creative work", it is not. Inside your game is the second case; a "video backgrounds pack" is the first
Older uploads are CC0: anything with a "Published date" before 9 January 2019
People in shot: the prohibited uses include showing anyone in an offensive or political context, or in a way "which portrays someone as suffering from, or medicating for, a physical or mental ailment". Check this before putting stock faces into a horror or hospital scene
Clips showing recognisable trademarks, logos or brands may not be used commercially "in relation to goods and services"
The licence puts third-party rights on you: Pixabay does "not warrant that any consents or licenses have been obtained"
